The law which governs that system, therefore, is principally law for, by and about States. As such, it is the States themselves who make the rules, through the development of custom, the development of treaties and the development of declarations, bodies of principles and other similar instruments. Five treaty bodies also have competence to examine individual complaints of human rights violations, under optional complaints procedures (the Human Rights Committee, the Committee on the Elimination of Racial Discrimination, the Committee against Torture, the Committee on the Elimination of Discrimination against Women and the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families).
